The best way is to separate Railway infrastructure from trains and their movements. Infrastructure development is a long term process as compared to train movements. This may be compared to road traffic. The motor vehicles are seperate from roads. Only road tax is payable by vehicle owners. The road construction and infrastructure is liability of government. similarely railway needs be managed. Let trains and their movements be separate from railway lines and infrastructure. The department of Railways should be rresponsible only for infrastructure like railway lines/ tracks, bridges, gates etc and trains/ their movements be separated. This may be managed better. The train operator just like truck/ bus operator could be required to pay rail tax similarly as road tax. Separation of trains from infrastructure could result in better management.

The govt’s vision clearly has a major role for the private sector in everything from new projects and freight terminals to cleanliness and food on trains and at stations.[/quote
It's learned Privatisation of certain branches of Railways is on the cards. It will be known soon about private participation in Railways.

A very wise and practical suggestion. But will it happen?

it remains to be seen. A new and hitherto unknown idea is bound to raise the eyebrows. Only time will decide the fruitfulness or failure of the idea.
