Naturally, how a buyer can become a ruler? Being a sea resort in my place many big chunks of land ( almost 90 %) are owned by erstwhile Zamindars and Maharajas.. They are the tax payers to the corporation.

What is the harm if they buy private islands with their personal money? Frankly speaking, as it is their personal money, they are the best to decide if they want to buy island or donate to charity. Incidentally, many of them are known for their charity works. They donate in millions.
