What is the difference between hacking and ethical hacking please?

I have been reading a lot about hacking and ethical-hacking for some time now. Please let me know the basic difference in between these two.

    To my mind it is just about hacking hackers for legitimate reasons.For example,if our officially sensitive sites come under attack form hackers,it would be perfectly legitimate to take any preemptive action against prospective hackers.

    This is about the perfect reason to take action and hack into hackers' accounts to protect our own accounts. That is legal and supported by law as well. Thanks.

    I think exactly the same, I think the one who tries to act smart and go unethical ways should never be spared without a proper ethical lesson.
