It is possible to pass laws that control or place limits on people's behavior, but legislation cannot reform human nature. Laws cannot change what is in people's hearts and minds.

WE have law of nature which functions via human instincts. The social customs and Law attempt to curb the natural instincts in overall interests of society. The enlightened citizens understand that it is in the interests of all to abide by law. Those who go by natural instinct only can be dealt with by legal punishment only. It may be natural instinct to grab others' money but the law is against theft. A wise person will not steal.
