The police force maintains law and order, prevents crimes and controls traffic. In this process, they may need to use force. Unnecessary and excessive use of force is undesirable. For excesses, police authorities may take proper action.
Even if police commit atrocities some times, there is no justification in beating or insulting police. If morale of police is dampened, they cannot perform their job. We need strong and effective police. Beating police personnel and insulting them is very undesirable. It is worse that police excesses. A strong and tyrant police person is better than a battered and insulted policeman in bad morale.
