I do not agree with inclusion of 'cows' in title of this thread. Cow slaughter is banned in U.P. and there is no question of slaughtering cows.
There is no absolute ban on animal slaughter for consumption of meat. Hence, the government is right in creating facility for this. The government is guided by law and interests of people as a whole and not by a particular community, namely 'Jains'.

Yes, i think cows are not slaughtered in India as still people believe it as sacred.

Cows are not slaughtered in Uttar Pradesh and some other states where cow slaughter is banned. But there are many states including west Bengal, Bihar, south India and North East India, where cow slaughter is not banned.

Beef was banned in many stated. It is banned in many towns of Banga.
Cow is sacred to Hindus only. For others, cow is also an animal like goat. Cow slaughter is banned in Hindu majority states like U.P. But this is not banned in many states particularly, those in North East, Bihar, Banga and some other states. Cow slaughter is a state subject and so different states follow different policy.
