My sister is in United States and Boddunan accepted her request to join and also mentioned that money she earns will be given if she provides an Indian address.
In my opinion,boddunan surely accepts members outside of India,but I am not sure regarding the payment of their earnings(if they earn)

There is apparently no ban on members from outside India. They should be able to communicate in English. But they can be paid only in rupees on bank of the site. The site will not remit them money abroad.
