I think many measures have already been taken and such trade are termed illegal.Now it is our turn not to let it happen by discouraging the demand of such films by humiliating those in our group who take interest in such things.

Our law enforcement machinery is limited and it is no use wasting our resources in such matters. Our society is more open and often there is thin line between obscenity/ vulgarity and erotica.

Steps should be taken to ensure that such material does not reach minors. This is more responsibilityof parents and schools than police.

Blue film is definitely mental poison and should be discarded. But this is part of life. Parents and teachers should prevent such material reaching the children. However, parents and teachers are tresponsible only till the the age of majority and stage of getting employed. On attaining adulthood and economic self sufficiency, everyone is free to choose what is good.

We have limited police force and judiciary. Their role should be limted to offences involving coercian and oppression. Where there is no aggrieved party, the administrative, police and judicial machinery should be spared. Criminal procedure code needs be suitably amended.
