Government can be run without majority also. because everything will be in government hands and we common people will be in their hands
Union Government needs majority in parliament and state government in state assembly. Even if absolute majority is not there, Government needs to win confidence vote and not be defeated in legislature. Here we are concerned with parliamentary majority and not actual public support.
