At a meeting of the Estates-General in France in 1789, during the rule of King Louis XVI, the deputies of the third estate outnumbered the deputies from the first and second estate.

But as each estate had only one vote, the deputies of the third estate realized that for any attempt at reform, they would be outvoted by the two privileged orders - clergy and nobility - and so formed, on June 17, 1789, a National Assembly.

Louis locked them out from the meeting hall at Versailles. They moved to a nearby indoor tennis court, where they took an oath never to separate until a written constitution is established . This is the Tennis Court Oath or the Oath of the Tennis Court.
