Absolutely. It creates a feeling that one is not capable of anything doing. Such people resort to Self abuse which have far reaching bad results over a period.

They are two different things. If there is no self esteem in the first place, one cannot achieve Self confidence. The first step for Self confidence is Self esteem.
Self esteem is a primary concept which makes us feel good about ourselves in some way or the other over others and self confidence is about the confidence we have over our skills and competence to do something.
Life is like a boat in a sea, there is a lot to learn, so never close your mind to your limited experiences!
To have faith and belief on your strengths, abilities and skills is Self Esteem. That is you have a respect towards your inherent qualities.
Without Self Esteem how one can have self confidence?
