Such warning are already in vogue. Terrifying pictures won't work for an addict. The manufacturers know their escape routes. And the consumer has his own way to get these products.
Whatever the effect, the warning must be dreadful. Probably, this may be deterrent to new users. It goes without saying that many will consume the product whatever be the risk. But govt.'s and society's duty is over.

You are right on that. At least some life can be saved.

The change should come from within the heart of the consumer. After all that's the consumer's life.
A smoker always ensures that his cigarettes are not finished; but he is least bothered to see that his life is not finished.
Smokers buy loose to avoid seeing and handling the packet with dreadful pictures. A smoker will smoke come what may because his body drives him for the nicotine on which it has now become dependent. Increased awareness can help prevent many from taking to smoking and that shall be success.

An addict sees immediate pleasure derived out of his addiction. Nothing is visible beyond his pleasure. Life threatening ailments which come later will never come on his mental screen. Pictorial warnings, awareness programmes will never change an addict.
Videos or short films will create more awareness than dreadful pictures and warning messages. Smokers usually avoid such ads, because they are aware of the frightening result of smoking but do not want to visualize the same thing happening to them. But once the awareness comes from within, they will quit smoking without the help of any statutory warning.
A plethora of awareness programmes, work shops, street awareness skits were organized for the past several years. Is the use of tobacco products come down? The usage is going unabated.
