This ban on tobacco products like Ghutka was there since long. But still sales of these products are going unabated. Unless these bans are strictly implemented, Delhi also goes like in other states.
Rule making is one thing and applying them strictly is entirely different. Why not ban production like many other countries?
It cannot be done because these tobacco based product manufacturing is big revenue earner to the govt.
Ban of tobacco products is there in different states; but their sale and usage still continue. Unless the roots are eradicated, the tree will keep on growing.
The govt. thinks that imposing a ban will work wonders. And we are seeing how the ban is working in the country.
That's a good step. It will be more good if it will be strictly followed and apply. Yes this habit is bad for health too and bad for walls too. lol

As long as there are users, such empty bans will not work. Strict implementation with heavy penalties may work, but there is no guarantee addicts stop using these products. People are there who are ready to pay heavy penalties . But they will not stop using these hazardous tobacco products.

Yeah some people can pay heavy penalties too. But such step can work, at least there is something positive than nothing. So yes some heavy penalties can do work.

Not sure whether penalties work or not. Such penalties are there for urinating on the public roads. But urinating goes on still.
Yeah.. It can not stop it completely. May be at some level.
