The first and foremost criteria is existence of name in voters List. Identity comes next. So if a citizen's name is not there in electoral roll, he cannot vote even if he has a voter identity card.

Even without the existence of the name of the voter in the list, Booth officers were instructed to issue a voting slip, if the voter presents any one of the 23 kinds of Identity cards. This happened in the recently held Municipal and Corporation elections recently held here.

Voting slip can be given only if your name is in voters' list. If your name does not exist in the voter list, you are not a registered voter and the I.D. will be of no help. But I can't say about municipal elections. But I feel that if your name is not in the list, you can't vote.

Those voters whose names were not present in the voters list approached the representative of EC in remote villages of Vizag district and the concerned Booth officers were instructed accordingly after confirming from their Ration cards they were genuine voters Of course i too am not sure if this is extended to Lok Sabha elections. But it happened in the Municipal elections recently.

Theoretically you are correct. But there is time frame. It may not be feasible to add name to voter list when election process is in progress. People have adequate time to ensure that their name exists in the voter list and to get the name added.

In remote villages it's different. EC himself agreed that many places were not covered for enlisting the voters names. Especially in villages which have no accessibility.
