Theoretically you are correct. But there is time frame. It may not be feasible to add name to voter list when election process is in progress. People have adequate time to ensure that their name exists in the voter list and to get the name added.

Theoretically you are correct. But there is time frame. It may not be feasible to add name to voter list when election process is in progress. People have adequate time to ensure that their name exists in the voter list and to get the name added.

In remote villages it's different. EC himself agreed that many places were not covered for enlisting the voters names. Especially in villages which have no accessibility.
