Age is a factor. Those involved in scandals are working people- politicians or administrators in authority and usually in age group forty to sixty. This age group is most dangerous.
The scandals of this type are since times immemorial. There are well known books titled 'Mahraja' and 'Maharani' by Diwan Jermai Das about sex scandals of Indian princes and princesses.
In the late fifties, there was a scandal in Britain involving top ministers and call girl Christine Keillor. This had also Russian connection.
