I don't think it has got to do anything with the gender of a person. Administrators are administrators by virtue of their administrative acumen and abilities, some which are innate and some which are acquired from individual experience.
Both can equally perform when appropriate opportunities were created without any bias. You failed to include this third option in your poll, hence I could not vote there.
