You are absolutely correct Rajani! Here the laws exist more in violations than in observance.The enforcing authorities apply these negatively to line their pockets!

We by nature are actually privately hygienic. even ppl living on pavements take two shovers a day and try their best to keep themselves and their homes clean. But when it comes to public hygiene, its a different matter.
