Qualification and experience both matter. Qualification gives theoretical beackground and gives firm basis to your knowledge. For many specialized jobs, you must have a prescribed qualifiation. Even for the post of an assistant in secretariat, you need be graduate. It is another think that you get the required skill only after experience.
For ministers, so far, there is no prescribed qualification. Prime minister has a prerogative to appoint any one as a minister in his cabinet subject to the condition that the appointed minister is either a member of either house of parliament or gets such membership within a period of six months. Accordingly, nobody should raise any objection to apppointment of ministers. If you need criticize, do not criticize any individual. You may criticize any achievement gap. Moreover, the ground work and exection of decisions is done by bureaucrats whereas the ministers only give broad hints.

The fact that qualification has no link with the performance has been proved by a plethora of successful individuals all over the world. Bill Gates was a school drop out and the entire world sees his Windows day in day out.

The issue of qualification and level of responsibility becomes important when public resources are to be placed under a person as a Minister. It is taking of a huge risk and risks with public money are generally avoided. Quoting successful examples of achievers with little educational qualifications is not appropriate because they were taking risks with their own money and the risk was entirely theirs. But the escape route here is that the PM has the right to induct any person he feels is fit to hold a particular Ministry and to that extant he is also sharing the risk. Only time will tell whether the decision was right or otherwise. With spread of education in the country there will naturally be a school of thought that responsible positions should go to educationally qualified persons as happens in all other areas of public enterprise.

When it comes to responsibility and challenges a successful person's jurisdiction much wider and challenging. He's responsible for the entire humanity and society. Success and responsibility are inseparable.Hence quoting a successful person in the context of the thread is quite appropriate..

A man without qualification may perform well. This cannot lead us to conclude that qualificatiion is unnecessary and go to still more absurd position that unqualified is better than qualified. If it were so, we would better close down all educational and technological institutes hoping that the unqualified would perform better.

And it should also should not lead to the conclusion that Qualification and performance are linked..

The success of all unqualified persons is entirely driven by qualified people. It is only that the unqualified have taken a risk and identified an opportunity and it has paid off. For this they are praise worthy and are rightly lauded. They also in turn recruit qualified people. The importance of qualifications should not be undermined to prop up a less qualified leader.

When it is said there is no link between qualification and performance, it doesn't mean qualification is set aside and ignored

I agree. I wonder if Bill Gates would appoint in his firm an unqualified person. I also doubt whether Modi or smriti Irani will appoint anyone less qualified. I also wonder whether The new Union Government will advise UPSC to select officers not on basis of degrees or examination but evaluate the merits subjectively. who knows that a non graduate District Magistrate could be most proficient. :laugh: :laugh: :laugh:

No they will not, because they do not want their performance to go down. The politicians have a different law when it comes to themselves. In most services one has to serve a large number of years to become eligible for retirement pension but our representatives can get it only if they serve one term. It is time there should be a level playing field for all citizens in all walks of life.
