I always think that there should be ration or a specific quota for liquor. By this way, over usage of liquor can be brought under control. Isn't it? But Government never do so, since they got a lot of tax from Excise department

Liquor differs from tobacco. Let us restrict our discussion to this only. As regards revenue, tobacco industry also gives lot of revenue to central and state governments. But the revenue earned is offset by expenses on health care as tobacco kills and causes cancer. Kerala Government must be commended for the bold step. Other states should follow Kerala.
