It's too broad and big a subject and the process of change is a dynamic one and need-based! The government has been bringing about changes in tune with times and needs.

The government has already succeeded in cutting down on red tape by introducing e-governance in a limited way!

Changes take place time to time in constitution and procedures. Constitution has been amended many times. Procedural reforms are also made tie to time on recommendation of Administrative Reforms Commission. Change is a continuous process. This is on basis of review.
