I am not agree, In UPA there is only one power center, i.e. UPA president. All major decisions requited approval of UPA president.
Decentralization is not possible at present in congress.

The advice and inputs may be taken where technical issues are concerned but I wonder whether the ministers even care when it comes to certain other decisions like adminstration,transfers and upgradations like it has happened in Railway ministry !

This is already so. There is a national advisory council to advise the union government. This is headed by Sonia Gandhi. Eminent personalities are in the council and they are part of decision making. Hence your suggestion is already implemented by the center.
