The never ending talk on power centers- UPA president, Prime minister and s9o on goes unabated. I remember that when Pt Nehru was all powerful, journalists and opposition were unhappy with single power center as this was dictatorial. Now when Congress/ UPA president and P.M. discharge their respective jobs- administration and organization, there is hue and cry over multiple power centers. Digvijay singh also contradicts his own comments from time to time.
I am reminded of a story. A man and boy traveled sitting on donkey back. They were criticized when father alone rode, when son alone rode and when both together rode. Similarly, media and opposition will criticize irrrespective of power centers.

So there is no perfect solution unless of curse eminent people from different departments are consulted and an advisory board is formed that becomes part of decision making !

The advice and inputs may be taken where technical issues are concerned but I wonder whether the ministers even care when it comes to certain other decisions like administration, transfers and up gradation like it has happened in Railway ministry !

The advice and inputs may be taken where technical issues are concerned but I wonder whether the ministers even care when it comes to certain other decisions like administration, transfers and up gradation like it has happened in Railway ministry !
If ministers take all decisions, government cannot function. There is system of delegation of authority. Ministers only formulate policy for transfer and appointments. Most decisions are made at bureaucratic level.
