The awards are given by following certain procedure and guidelines. Possibly, there may be some who are more deserving than the recipient. Human element in such decision cannot be eliminated. There will always be difference of opinion in such matters.

yeah i agreed students who work hard and really serve for the country deserve the padmshri award.

I think in some cases rank political consideration worked but to be fair enough a majority of the receipients truly deserved it!

Padma Shree award is given by the government of India to the Indians for their outstanding contribution in different fields of arts, education, industry etc and I think they are often given to the deserving candidates who meets the awards criteria in some way or the other...

Padma shree award is not highest as pointed out. This is smallest Padma award. Padma Vibushan is above this. Bharat Ratna is highest.
Undoubtedly, the awards are givern to the deserving. Possibly some of the non recipients could be more deserving. This is a matter of subjective opinion and complete objectivity is not possible. To some extent, this is removed by giving award to the other deserving person in subsequent years.
