What is 'fastest' English?. Perhaps, you mean fluency. There is no way other than to read and write, listen and speak in English for fluency in written and spoken English. Novels, newspapers, internet, TV, cinema are the right medium to practice. Practice makes perfect.

By going through the newspapers regularly and through dictionary.

First learn English grammar properly and then try to make conversation in English all the time....

There are 2 kinds of English.
1. Spoken English and 2. Written English.

both these needs proper grammar. So first try to learn grammar then keep habit of reading news papers. Try to communicate in English. Simultaneously learn vocabulary.

Reading newspaper can improve vocabulary and spoken english can be improved only with conversation in english

The first thing to do is communicate in English,Read good novels or books,read newspapers etc.

Reading books and newspapers gives us the habituation of english. We get habituated and automatically we some of our grammar gets corrected.

All the suggestions are very good and I would just add that there is no subsitute for hard work.Don't look for short-cuts!

I would say that if you have conversation with the person that knew English fluently,then you will be able to improve your English speaking. In addition to that you should have enough vocabulary so that you could understand what the other person speaks,for that you need to read dictionary. Reading Newspapers,magazines,any product details that is is in English,these things will have much improvement in English speaking. Don't worry,improvement will come slowly but once you got interest in speaking in English,then you will also be able to speak fluent English.

I once again repeat that communicational English demands knowledge of grammar of a diiferent kind and such books of grammar are not readily avialable and the books we have are only for written English.That's the main reason why our spoken sentences tend to follow written ones!

Yes,you are correct that understanding English begin with depth of English that is grammer. Your command on English should be there,to speak good and proper English.

In spoken English we need to use interjections too often but look at any average grammar book the treatment of this part of speech is very sketchy!

Grammer is really important to understand and speak proper english. But,still i feel that untill you start conversation pratically, grammer is of no use.

Yes grammar is important but to get fluent in English speak conversation is the important one... Many auto rickshaw driver speaking English fluently but they really don`t know about grammar...

The auto riksha driver may not be speaking correct English but would be speaking without stammering for words. At Agrs, even small children moving near Taj Mahal speak not only English but many other foreign languages. They are not educated and have just picked up necessary words to speak to tourists. Often they even do not know which language they speak in. But the communication is perfect. On the other hand, there are professionals like chartered Accountants and Advocates who make good professional drafts in English but cannot speak fluently.

I think whether an auto-rickshaw driver or any person speaks grammatically correct English or not is not the point.Whatever passes for a person who speaks fluently without knowing grammar can't pass for an educated person who - for example - appears in an interview for a job in which communicational ability is a criterion!
