The truth that the Army is vital to the security of a nation was never realized by Indian rulers. Their thoughts always revolved around building Vote Banks for their own selfish needs. Indo China war and other such wars are the glaring examples of negligence by Indian Rulers about the importance of Army.
Good point raised, but again even the BJP government has not done much and the Rafale fighter deal with France is still languishing.
