Universities and related academic institutions have an obligation to undertake training of scientific manpower at higher secondary school level and at the doctorate level with the needs of the 'customer', usually but not exclusively the chemical industry, in mind. The chemical industry, in recognizing its critical dependence on access highly trained, well-educated post-graduate chemists, strongly endorses that view.
The chemi9cal industry supports the concept of giving more societal and politicalrelevance to the key industrial R & D objectives. As the supplier of new material, the chemical industry has much to the formulation and implementation of the Programmed, as has chemistry as an enabling sceince. To achieve this, there is a need t9o create a new mechanism to facilitate communication and co-ordination between the academic institution, chemical industry and research laboratories, in order to extracts the maximum benefit from collaborative research and develop.
