If a dress is provocative, this is really so. But one must have restraint. We actually restrain ourselves generally. When you see delicious sweets in show case of a shop, you are provoked but you don't just grab. If you do so, you will be charged with theft and it will be no excuse saying that smell or color or presentation provoked to grab and eat the sweets.
