A study by the School of Criminal Justice in New Jersey, USA, has concluded security lighting is only effective in preventing crime if it enables people to notice criminal activity is taking place.

This is obvious. Even the possibility of getting noticed prevents crime. It is the fear of getting caught that deters a criminal.
