Who rules: Politicians or bureaucrat?

It is understood that politicians have a dominant role in a democracy and the bureaucrats merely assist then. It is also beyond doubt that military rules in Pakistan.

But Ex President Musharraf says that the talks between him and Indian P.M. Vajpayee failed because of a bureaucrat's interference. This indicates that the bureaucrat was more powerful.

We don't know what is the truth, but we can not believe Musharraf also who is blaming Indian official. Pakistan was never honest to establish good relationship with India. At one end they have talk with us, other end they do bombardment at the border.
Where politicians are able and have vision they rule in any other case the otherwise rule :laugh: :laugh: :laugh: :laugh:
Musharaff has no credibility and he is notorious for manufacturing lies!!!
Musharraf is giving lame excuses for the failure of the talks.His credibility is always a big question mark.
Ministry of External Affairs officer has refuted Musharraf's statement.

He has given such statement to create some division between the Indian leaders and beurocrates. It's all his political game.
