Rajesh, when you click on reply topic and the text box appears where you type any matter and then click submit, just above the submit button, you will see

Select image file to attach
Select file to attach

To attach a picture, click on Select image file to attach Browse button, select the image file from saved location and then click submit! The picture will get attached.

Important thing to keep in mind is that the picture file should only be in either JPG format or a GIF file and the size should not be more than 100 KB.
