people speak english after getting drunk because english slang words are easy to pronounce than our mother tongue slangs. Even if you say "Mo Fo" after getting drunk it's gonna convey the meaning

Drinking eliminates hesitation. Drinking helps to say or do what you would otherwise hesitate to do. Drinking eliminates or reduces inhibitions. Thus there may be many who are not sure of speaking correct and fluent English. Drinking helps to overcome their shyness and hesitation, thus enabling them to speak in English.

Alcohol relaxes our mind. We get less hesitant and lose inhibitions to a great extent. The confidence comes from losing hesitation. I have been a heavy drinker and experienced the affect. Personally, I believe in moderate drinks with non veg snacks and food. Drinking quickly on empty stomach is harmful. There should be some chemical properties in alcohol that affect our brain.

The habitual drunkards will not speak the truth even after drinking. They may not be duped easily. But a casual drinker may be speak the truth under influence of drink.
