To my English is the best language to convey this fact that he 's drunk!!!
It is the best time to practice talking a language which he is not too much fluent of. ;) :P
Yes chinmoy,
people speak english after getting drunk because english slang words are easy to pronounce than our mother tongue slangs. Even if you say "Mo Fo" after getting drunk it's gonna convey the meaning
They can utter any thing that becomes English on their lips!!!
once one of my friends thought he failed .and he got drunk and came back shouting I am failed .I am your junior You are my senior .From today I will call you sir. Please take my ragging

Yes rajani, Some of them rather become sentimental after getting drunk and prefer to be silent.
Drinking eliminates hesitation. Drinking helps to say or do what you would otherwise hesitate to do. Drinking eliminates or reduces inhibitions. Thus there may be many who are not sure of speaking correct and fluent English. Drinking helps to overcome their shyness and hesitation, thus enabling them to speak in English.
Gulshan nice explanation, but is there any scientific reason behind it?

I have heard Liquor makes them confident and many even speak truth

Alcohol relaxes our mind. We get less hesitant and lose inhibitions to a great extent. The confidence comes from losing hesitation. I have been a heavy drinker and experienced the affect. Personally, I believe in moderate drinks with non veg snacks and food. Drinking quickly on empty stomach is harmful. There should be some chemical properties in alcohol that affect our brain.
I have seen drunkard people have intermittent pronunciation problem as they cannot talk fluently.
Nagalakshmi,

That was a good observation, i dont even understand what they speak when they drunk. But you say about pronounciation problem

I TALK ENGLISH, WALK ENGLISH,SLEEP ENGLISH!!
Yes,Gulshan you are absolutely right!
@Sajeetharan

It's not correct to say that speak the truth all the time under the influence of it!!
A person speaks English only when he feels confident and on Top of the world.Alcohol caters this need of such boosted feeling.

The habitual drunkards will not speak the truth even after drinking. They may not be duped easily. But a casual drinker may be speak the truth under influence of drink.
Afer people drink they will not be conscious of what they are speking.that's why they speak other languages like english
