The dog must have got hurt. It could not walk it seems. That's why the mother carries the dog on her shoulders. :)

I think the dog is not well-trainined which may be the reason.. :P many dogs dont listen to their owner due to that..

Guys maybe the dog would have got hurt some where so she is carrying the dog.. But still i have heard stories where people were treating the pets as their sons or daughters..
