What is PR 1, PR 2 sites?

In a forum discussion I saw the following as a part of a reply.

Now about charges-just as a thumb rule you should charge
$1.00 per month for your PR 1 site
$2.00 per month for your PR 2 site
$5.00 per month for your PR 3 site
$8.00 per month for your PR 4 site
$15.00 and more per month for PR 5 and more
Also, you can decide on the unique visitors per month to your site; but for back links Page rank is more relevant as search engines will give more credit to PR.

Can anyone help me to know what is this PR 1 , PR 2 , PR 3 etc sites?

It is the site with Page Rank 1, Page Rank 2 and so on. Please correct me if I am wrong.

Google's software do that based on many parameters like how frequently the page is getting updated, how many backlinks point to that page and so on.

Is there any SEO specialist here who can clarify this?

Page Rank is method that Google uses to determine a page's importance, they can follow some algorithm , web links and good contents
