In India police were used to suppress the agitations and independence movements during the time of British.Indian police was a tool of British against Indians itself.After Independence also, we can observe that the culture of police has not changed.The harsh behavior of police personals in most cases is maybe due to the presence of this tendencies inside them.
What should be done to change the culture of police?

Not only police but all government officials does not give proper respect to the common man.First that attitude should change.
We got freedom from British rule 63 years back. If still police having tendency to torture and suppress its own countriy's citizens without any cause, it is shameful and condemnable. They should be taught the lesson of humbleness during the training. There should be a personality development authority to look after their attitude, behavior and needs also.

Sometimes I feel that they are frustrated for unknown reasons(atleast for me). But whatever it may be, It should not be reflected during the duty hours.
I think police must become an independent body.Moreover there must be change starting from the uniform they wear.

How changing the uniform can change the mentality of police personnels?
I don't feel changing the uniform is required.
The police have sadist tendencies. They are used to employ vulgar language and misbehavior. Moreover, they are corrupt. The police need to be completely overhauled. In Britain, if anybody is in difficulty, he will see the nearest police man. In India, if you talk to police, you invite difficulties.

I believe when we talk about change we must change everything.Uniform maybe is only a small part of that change.
A new uniform means a new outlook.It is a part of psychological change.
If a new method of training is formulated, a change in attire will be definitely an inspiration, especially to the new comers.
Dress change may also bring subtle difference in approach. The basic need is to cultivate mentality that the police are public servants and not agents of ruling circles. It is pity that the police treat themselves as rulers and they try to boss over people especially poor Rikshawallas, pavement sellers etc.
An incident of police inaction on molesting a woman patient by Hospital staff has come to light. In spite of clear knowledge of the event, police are taking no action. The answer by an IPS officer is funny. As the victim did not report, police can take no action. In case of cognizable offence, police need not act on complaint but are duty bound to act suo moto. But the police are more active when they can get extra unlawful money.
The role of our police came under scathing attack from no other than the National Police Commission which described them as "Goondas in Uniform".They continue to be under the colonial hangover.Here again our politicians have an abominable record in abusing their powers to make police forces as a corrupt center of power.

India is not fully developed or purely backward country.
From the beginning British culture adopted.
* Police people in British is very polished,but in India was very ruff and harsh.
* After independence Indian police has permanently adopted in India as British police behavior in India.

* Police people are never think about sympathy,Empathy etc.

I don't think they are going to change their mindset.Its long way to go.Unless,Central and state government don't implement the Police reforms suggested by the Honorable Supreme Court of India.

After implementing,it is going to take a lot of time. :(
It's the politicians who must be blamed for what the policemen are today.Corruption provides the mutual common ground for both these tribes to flourish at the expense of the common people!
