Is Pagdi system is still in vogue among people selling / buying / renting houses in Mumbai?

Pagari system is running till know.It's real means to get some money from the related person who wants to deal with them due to property. We can call it security also. It is applied most of the cities till now.
It is applied in few cities only where getting a house on rent is big problem
