PR Ranking for blogs - How to increase ? For my one blog PR rank is 2 since long time I want to improve can anyone suggest How I can do that.

I think you need to drive more traffic to your blog. You could also embed ur blog links in other sites or may be add to your signature in forums. Basically it will increase with more hits on your blog. Another suggestion would be add more frequently searched or latest news content, Sorry for being vague, but i dnt know the content of your blog so cant be specific.
