why PHD qualified apply for peon job?

Is this just an indication of acure unemployment that even Ph.D scholars apply for peon job. It is revealed that Ph.D is very easy in many universities, especially deemed universities. PhD is awareded even on silly topic like double entry book keeping. Mo wonder such PH.d holders are suitable only for peon job.

The court has decided to cancel the process of appointment in this particular case. The government had more than 2.3 million applications to handle and the posts were only 350+. I think higher educated people could have opted for departmental exams for getting a promotion which is a common practice.

Yes. In this case, it takes at least 2 years for holding inteviews. Even if people want to appear for departmental exams, one needs to have a job first. That's why many people applied for the peon's post.
