True. The delays caused by  meaningless stoppages should be stopped  which are causing lot of loss to the Railways.

But one more problem arises if new rule is implemented that many time in train network problem arises. If network is not present in time of demand, what what next step that passenger take.

The measure is in the beginning stage and over a period Railways may introduce some changes.

Railways considering to introduce intercom within reserved compartments and telephone no. within unreserved and that could be changed in times to come in future. 

The present one is a like Pilot project, which is likely to undergo several changes over a period in order to know it's effectiveness.
