I know about this Chilkur Balaji Temple near Hyderabad. It is not uncommon to hear such offerings from the devotees if their wishes are fulfilled. Even in Tirupati temple such offerings are in vogue if their Wishes are fulfilled. But the difference is This Chilkur Balaji temple is exclusively known as the "Visa God."

Time has changed; God too. How long can he stay in heaven in his old throne? He needs to attend the Hi-tech prayers of the new generation. 

Time has not changed, it is human which is changing. in my school days, I read about letter to God, and in reality Lord only provides power and strength. As He Himself could not move an inch without help of humans. On June second there would be Snan Purnima of Lord and servitors would be taking Lord out from temple to bathing place and then fever would caught him for a fortnight. So similar, all these are instances of humans, who are creating such provisions, in the mentioned link, the temple is popular since 2000, devotees reach to temple if they believe such and faith creates blindness where only Lord exists amidst silver lining.

Religious beliefs are purely personal. The custom of Offerings to the god if their wishes are fulfilled is old as the civilization.
