Article is true.. I mean yes there are many people who are getting driving license without giving test. 

There are many reasons for India's bad condition of the roads. The main reason is irresponsibility of the road users. Lack of civic dense is another reason.

Proper driver and driving licenses most of times not there with people driving vehicles, there are too many people in roads than in normal circumstances,  

Lack of civic sense, Indifference of the city planners and irresponsibility are the main reasons for the bad conditions of the roads.

Most of cities are constructed having bad civic senses and too much migration from villages to near by cities and townships lead to consumption of roads and adding to rash driving by teens with two wheeler adds misery to already bad conditions of roads. 

The main reason for Bad roads is lack of civic sense and Who cares attitude. in the people.

Absolutely we have many laws but there are few who follow them. In Delhi at least 25% of people drive after drinking at night in my opinion and are not caught. The way authority approve license also need to be reviewed there is lot of corruption in it. I myself got the driving license but I never gave the test.

Corruption and indifference in the administration is the cause.

Yes.. Not many people follow the rules and regulation. Even educated people don't afraid of breaking rules like Red signal.

Corruption of course is the main reason for it and we need to eliminate it. Everything will improve if it gets eliminated.

This amounts to gross carelessness of the people. Additionally law enforcing authorities failed to create a fear of punishment in the road users.

Eliminating corruption from India!! Well, well it is not at all easy task for anybody.

Who said corruption has to be eliminated ? What all I said was efficient implementation of the law.

Ya it can't be fully eliminated but may be reduced if we make and follow strict laws against such people.

Severe punishments without the facilities like Appealing to the courts will certainly eliminate the corruption.

 

We have bad temper, bad roads, more people, more vehicles. This has cumulative effect.

Yes sir it is the sum total of all BADS which account for Bad roads.

 

Surprisingly, in the last session Govt. of India introduced road safety bill which was opposed by road transport companies backed by self revived opposition parties.
