I generally vote. I could not vote on a few occasions for different reasons. During government service, I was usually posted at places other than my home town and so could not vote. But I do feel that one must vote as far as possible. If you feel that no candidate is good enough, vote for the candidate who is best among them. Moreover in party system, it is better to look at party rather than individual candidate. Government is run by party and not individual candidates. I also don't favor the notion of voting None of the above (NOTA). Obviously, you may vote NOTA but this NOTA candidate will not be M.P. or M.L.A.

You don't need a voter ID card to cast your vote. They have 11 different authorized methods of proving your ID at a voting center.
One may vote without voter identity card by producing other acceptable evidence. But inclusion of name in voter's roll is must. If one does not figure in voters' list, he can't vote even if he has somehow voter identity card.
