Anyway you look at it, Parents are the prime offenders. After all the child has not descended directly in to a class room. The parents are the first teachers. This fact is conveniently forgotten by the parents who are ignorant of their responsibilities and driven away by the foolish thought that their children will be well off, if a few bucks are thrown at the teachers and the schools.
