Ability to hold information in mind is altogether a different proposition from the ability to reasoning. Retentive capacity may help you in piling up the information. But its only reasoning and intelligence will help the piled data to arrange in the required order. A disorderly data is nothing but clutter and chaos.

When efficiency is increased through practice it shows the positive outcome.Intelligence is afterall efficiency and the ability to grasp one's surroundings and react to it in the most efficient manner.Altgough it is hereditory, whatever is inherited can still be enhanced through practice..

Brain is a complex set up application, only minute percentage of it is still traceable by medical scientists, there is long way to go, possibly for creating an artificial brain structures.
In case scientists could find a way to make people intelligent by genetic changes, it would be too long and costly process.

Decision making is all about discretion. It doesn't mean that a decision of one kind holds good for all occasions. Hence discretion clubbed with application of known existing conditions is real decision making.
