You don't have to withdraw, Indians' money is on auto transfer if your account is certified. While I certified that means you have verified through attaching your debit/credit card with Paypal account as per their procedure which is simple enough. You need your PAN card and debit/credit card to do that if not done already. But you certainly do not need to pay or do any thing to withdraw your money.

Suppose if I don't have or don't want to give the information of credit/debit card, then in that case, can i withdraw the money from PayPal or not?

credit/debit card is an option. Not binding. If you have a balance and if you have given all the data pertaining to bank details. your amount will be sent to your bank. This is applicable to only Indian account holders. I have not given my credit/debit card numbers. But I'm getting my amount to my bank account.
You have the option to attach your bank account to Pay Pal account, after giving necessary information, some money will be into your account within some days from Pay pal, you need to write back that amount precisely in your Pay Pal account, and then your bank account is attached with Pay Pal, whenever you receive money through Pay Pal, you do not have to do anything advance, within some days may be within one or two days, Pay Pal will automatically transfer money to your bank account by conversing from say dollar to INR, generally the value of dollar is two less that what is in the market. Then within seven to ten days money will be within your bank account.

No,debit /credit card is not necessary for withdrawing money from paypal. In order to receive funds from paypal, you have to connect your bank account with paypal. Now paypal has enabled automatic transfer of money from paypal to your bank account on the same day itself.Hence there is no tedious process to follow.

If your requirement is withdrawing your money straight to your local bank there is no need of a debit or credit card. This rule has been introduced about 2 years ago for Indian account holders.

I sthat so, I had my previous account with ICCI, now I have it with BOB both verified through Debit cards. Payment is auto withdrawn in bank same day. My third account is in a Australian bank verified through my credit card. I am not aware if no card is required to create an account now, mine are older accounts when debit or credit cards were must.
