Indian are soft target every where. The policemen may be has some prejudice for Indians or saree.

Yes. The police man is whimsical. But he would be only against male dhoti and not feminine sari which is certainly attractive to all.

The fact that even the RTA authorities were surprised at the incident, shows that the policeman just wanted to show his over smartness and authority to an Indian tourist.

It may be an exceptional case otherwise any person who know little about India than familar with dhoti. It is very common dress in Indian. In north it is dhoti and in south it is lungi.
