Modi has viewed that there is need for cautiousness on social media as there are many deceptions there. This is okay. Besides, there is limitation to social media. Popularity on social media does not necessarily represent ground reality.

Modi has reiterated the same fact that is known to all. Yes, popularity in social networking sites does not necessarily represent ground reality.
In India, where there will be newer younger voters who will be casting their votes in the next general elections. Most young voters seems to be undecided about who to voter for. Most of them are with their virtual presence in social media. They can be influences and their votes could be a game changer.

Social media has definitely some affect but the question is how much?. There are very large number of voters who are not computer and net savvy. Print media has greater affect. But TV has greatest affect.. It also happens that there is a very small minority that is more proactive and by repeated comments, sharing etc on social media create the impression that a particular leader or party is very powerful. But this may well be far from reality.
Social Media will be a contributor in the upcoming elections no doubt, but I think people will not be merely influenced by a leader's online presence but the work that has been said and done by him/her.
The ultimate that works is the deeds of the leaders all other factors are an exercise in futility.

Reach of internet is very limited in India. I think few voters will vote on the basis image on social media.

You are right. Influence of social media on the Indian voter will not be much.
