I feel this is a very good move. This helps in reducing the number of new smokers though not the already existing numbers.
Chewing tobacco is more dangerous than smoking. These days there are more chewers than smokers.

Absolutely chewing tobacco is much more dangerous. But tobacco chewing will harm only that particular person which smoking affects non smokers too (Passive smoking).

Very hard to banned tobacco. The persons who is responsible for banning is user of tobacco.
Intake of tobacco in any form is not good for health. One should try to leave this but I know its not that easy as being smoker myself I find it difficult for me to get rid of the addiction.
You are right, I quit nine years before smoking very heavily, I might have saved lot of money and my lungs of immense value.
