One of my articles got rejected. Promotional content was the issue there because i included the name WordPress there. I was browsing through article sections then found this particle piece

Please tell me is this article a promotional article? I am really confused as I can't find any reason of my article rejection now. If this is not a promotional content, please define the promotional content. I have a hard time understanding which is promotional and which is not

This article is on blogging. This does not promote any particular site though a reference to Blogger.com is given, which could be avoided. But the article on word press was nothing but promotion of that site. This is the difference. The objection made in your post on that article can be removed by the author or editor or administrator by slightly amending the reference to blogger.com. It cannot be said that article promotes Blogger.com

No this article is not promotional but educational while yours was a clear infringement of terms of publication rules on this site. You should ask these questions in query section in place of starting a new thread every time. This thread therefore is closed for further discussion.
