The ordinance on anti rape law must be replaced shortly by legislation in parliament otherwise this will lapse. There is divergence of views on definition of rape and age of consent for sex- 18 or sixteen.

The major problem is not absence of law. even existing law is enough to deal with rape and sexual assault- whatever way you describe. The need is for tightening the law enforcement system and law and order situation.

This holds good for any law. A badly implemented law is as good as not having the law itself.
There are already laws in place, that's not a problem. But there is no will to implement the laws or for some reasons it gets practically difficult.

When the laws are framed, the rule makers are supposed to envisage all possible road blocks and pitfalls

Then in that case it would be better for all the males to wear Burquas
Now there is an agreement among group of ministers. The definition of rape will remain gender specific and not gender neutral by replacing with 'sexual assault'. Also there is agreement on reducing the age for consensual sex to 16.
It appears that anti rape ordinance will lapse. Union government has at least come to an agreement. But there is opposition to some aspects by opposition. Obviously, haste does not help. There should be broad consensus before making law. There is serious objection by some to reducing the age of sexual consent from 18 to 16 years.

It is almost impossible to prove in court that some one is looking with bad intention. Intention is mental status, and it can not prove that what is intention.

Reducing age from 18 to 16 will help only rapist. In every case rapist will be try to prove that he made sex relation with consent. if union government will reduce age that Sharda act will be useless. How government stop child marriage.
