There will be hearing on what constitutes 'juvenile'. Presently, a minor or juvenile is one below age of eighteen. The issue has arisen from one offender in Delhi rape case being juvenile. It is contended that the age be reduced to 16 years.
But what if some day a boy less than 16 years commits or aids in a rape offence. There has to be some limit and law must not be changed only keeping in view a single case, which may be rare exception.

No doubt the bar has to be set somewhere down the line but exceptions prove the rule and exceptions are not rules. In Delhi gang-rape case the minor involved belonged to such a rare category!
