Union government has issued an ordnance for death or life punishment for extreme rape cases. Also instead of 'rape' the term used will be 'sexual assault'.

Justice JS Verma Commission has done Yeoman service with a set of changes in this burning issue.
At least now something constructive is being done about the long pending, neglected issue....I wonder if this would deter those bent on carrying on with their criminal activities. Today itself I read a case of gang rape in Bangalore while all this debate is going on, shameful indeed !
Many feel that ordnance does not suffice. But Kiran Bedi has welcomed this saying that this is a good beginning. Her opinion is definitely significant as she is first woman IPS officer.

Rapes are going unabated. Her in my state also, news papers reported a couple of rape cases today. People are well aware of the track records of these acts, laws, commissions and findings. They are skeptical about their veracity.
The only way to move forward is, long with strict laws, schools should concentrate on adding value based education along with other studies where children are taught to respect others..
This is a good judgement. And if the law strictly followed can make crime rate come down.

I completely agree with your statement and recently in a debate some well-known chief justice said the same thing that schools should play an important role in shaping proper minds.
I would only say that it's just a beginning. An ordinance or a law in the book would have no bearing if the delivery system is not revamped to be proactive, efficient and sensitized!!
